Regardless of the environment, a tactical investor should always be mindful of planting new flowers (buying winners) and pulling the weeds (selling losers) in their portfolios. In essence, in both bull and bear markets, always be upgrading your holdings into stocks or ETFs that are outperforming the market and removing those that are not.
